Abstract

This work aim was to identify quantitative data on the absolute and relative content of body fat component in mature age girls and women with different constitutions. Physical status of 580 girls and women from adulthood 1st and 2nd periods in Kyrgyz ethnic women living in Osh city of Osh and its surroundings, Kyrgyzstan examined by complex anthropometry and somatotyping methods. To assess the body fat component content, they were resorted by bioimpedancemetry method using the ABS-01 Medass device. By means of Microsoft Excel programs, the STATISTICA package (v. 6.0), all the statistical data obtained in a work were processed. In the sample we studied, women with leptosomal constitutional group accounted for 20%, mesosomal 32%, megalosomic 33%, and 15% were women from indefinite group. Noteworthy are the fat component percentages. So, in girls with leptosomal group, these values are 1.8 times higher than in girls with a mesosomal constitution (p < 0.05), 1.6 times (p < 0.05), compared with girls from megalosomal group, but at the same time 1.7 times (p < 0.05) lower than in indefinite group. In 1st period of mature age women with leptosomal constitution, the fat component percentage is 2.1 times (p < 0.05) lower than in women with mesosomal constitution, 1.8 times (p < 0.05 with megalosomal and 1.9 times (p < 0.05) with an indefinite constitution. This indicator is 1.8 times (p < 0.05) less in representatives of mesosomal, megalosomal and indefinite groups in women of the 2nd period of the mature age of the leptosomal constitution. The personal maximum of absolute and percentage fat component content in 2nd period mature age women is mainly greater than in girls. The presented digital materials indicate the presence of significant constitutional and age-related features of body fat component (both absolute and relative values of this indicator), which may be important for practical and theoretical medicine.

School of physical education, Guizhou Normal University, China

Abstract

In the process of government purchasing public sports services, there is an obvious involution tendency, that is, the government has invested a lot of resources, and the number of public sports service items has increased rapidly, but the service quality has not been improved correspondingly. The marginal benefit of sports social organizations in the process of providing public services has shown a trend of diminishing marginal benefits, and the overall purchasing services show a low level and low level The development state of benefit. The characteristics of involution are embodied in the following aspects: formalization of purchasing service, cream of service supply, profit seeking of buyers and low efficiency of service quality. The reasons are mainly related to the lack of subjectivity of sports social organizations, imperfect supervision and management mechanism, and the lack of endogenous service power of grass-roots government departments caused by pressure system. It is suggested that through strengthening the subjectivity of sports social organizations, strengthening supervision to ensure the openness, transparency, fairness and justice of purchasing services, adjusting the pressure system and strengthening the endogenous service motive force of grass-roots government departments, and constructing the institutionalized cooperation mechanism between government and sports social organizations to solve the involution dilemma of government purchasing public sports services.

School of physical education, Guizhou Normal University, China

Abstract

Scott regards institutional environment as a complex organic whole including regulatory elements, normative elements and cultural cognitive elements, which provides a new perspective to analyze institutional environment. Based on Scott^s analysis framework of three elements, this paper analyzes the problems existing in the construction of the system environment in which sports social organizations participate in social governance, and puts forward the following solutions: in the aspect of regulatory system elements, some unreasonable regulatory laws and regulations should be gradually improved, and local government departments should strengthen the formulation of supporting policies and systems. At the level of normative system elements, on the one hand, the role of sports social organizations should be further defined through normative system regulations, and the nature, principles, obligations, responsibilities and requirements that should be followed should be specified in detail. On the other hand, the binding force of normative system regulations should be ensured, and the requirements of normative regulations should be strictly followed Regulate the practice of sports social organizations. At the level of cultural cognitive system elements, we should not only strengthen the construction of organizational values, belief system, ideological and moral content, shape organizational vision and refine organizational spirit, but also help members understand the internal organizational culture and enhance the internal moral power of the organization.
