Abstract
In the process of government purchasing public sports services, there is an obvious involution tendency, that is, the government has invested a lot of resources, and the number of public sports service items has increased rapidly, but the service quality has not been improved correspondingly. The marginal benefit of sports social organizations in the process of providing public services has shown a trend of diminishing marginal benefits, and the overall purchasing services show a low level and low level The development state of benefit. The characteristics of involution are embodied in the following aspects: formalization of purchasing service, cream of service supply, profit seeking of buyers and low efficiency of service quality. The reasons are mainly related to the lack of subjectivity of sports social organizations, imperfect supervision and management mechanism, and the lack of endogenous service power of grass-roots government departments caused by pressure system. It is suggested that through strengthening the subjectivity of sports social organizations, strengthening supervision to ensure the openness, transparency, fairness and justice of purchasing services, adjusting the pressure system and strengthening the endogenous service motive force of grass-roots government departments, and constructing the institutionalized cooperation mechanism between government and sports social organizations to solve the involution dilemma of government purchasing public sports services.
