Responsible Governance for Anti-Corruption Oversight: Evidence from Indonesia^s APIP-APH MoU Ari Setyawati (a), Milwan (b)

Abstract
Responsible governance has become a critical foundation for strengthening collaborative anti- corruption oversight by promoting transparency, accountability, and public trust in public administration. In Indonesia, the 2023 Memorandum of Understanding between the Ministry of Home Affairs, the Attorney General^s Office, and the National Police introduced a collaborative oversight mechanism involving the Government Internal Supervisory Apparatus (APIP) and law enforcement agencies to coordinate the handling of reports on regional governance. This article aimed to critically examine whether the institutional design of this collaborative oversight framework reflects the principles of responsible governance. Existing studies have primarily focused on legal compliance, institutional roles, and coordination effectiveness, while limited attention has been given to institutional coherence and governance quality. This study employed a qualitative critical institutional analysis based on policy document analysis. The analysis was guided by Good Governance as the overarching governance perspective, Collaborative
Governance as the middle-range theory, and Responsible Governance as the analytical framework, supported by Institutional Analysis and Policy Coherence. The analysis indicated that although the collaborative framework strengthened inter-agency coordination, it had not fully ensured institutional coherence, collaborative accountability, legal coherence, and public trust.
The article recommended the development of a Responsible Collaborative Governance Framework for Anti-Corruption Oversight to harmonize institutional arrangements, strengthen collaborative accountability, and improve governance quality in Indonesia^s anti-corruption oversight.
