Abstract
This systematic literature review (SLR) explores the evolution and emerging paradigms of collaborative governance (CG) from local partnerships to global frameworks for sustainable development. Drawing upon studies published between 2019 and 2025, it synthesizes insights from 260 peer-reviewed sources to examine how digital transformation, accountability, power dynamics, and inclusivity shape governance effectiveness. The review identifies four thematic paradigms: (1) digital and data-driven collaboration, (2) accountability, performance, and legitimacy, (3) multi-level and cross-sector coordination, and (4) contextual diversity, power, and inclusion.
The findings reveal that digitalization enhances transparency and coordination through open-data ecosystems but also risks exclusion when digital literacy and access are unequal. Effective accountability frameworks balance vertical oversight with horizontal learning, promoting both efficiency and legitimacy. Cross-sectoral and multi-level coordination emerges as vital for scaling local innovations into national and global sustainability agendas. Additionally, inclusivity and emotional dimensions-such as trust, empathy, and relational care-prove essential for sustaining collaboration and mitigating power asymmetries.
The study advances a conceptual model of ^reflexive collaborative governance,^ emphasizing adaptability, ethical data practices, and affective engagement. It concludes that achieving sustainable and equitable governance requires integrating technological innovation with participatory justice and emotional intelligence. These insights contribute to both theory and practice by guiding policymakers, scholars, and practitioners in designing inclusive, accountable, and digitally enabled governance systems that support the realization of the Sustainable Development Goals.
