From Local Partnerships to Global Frameworks: Evolution and Emerging Paradigms of Collaborative Governance for Sustainable Development Universitas Terbuka, Indonesia Abstract This systematic literature review (SLR) explores the evolution and emerging paradigms of collaborative governance (CG) from local partnerships to global frameworks for sustainable development. Drawing upon studies published between 2019 and 2025, it synthesizes insights from 260 peer-reviewed sources to examine how digital transformation, accountability, power dynamics, and inclusivity shape governance effectiveness. The review identifies four thematic paradigms: (1) digital and data-driven collaboration, (2) accountability, performance, and legitimacy, (3) multi-level and cross-sector coordination, and (4) contextual diversity, power, and inclusion.
