How Officers^ Understanding and Resource Availability Shape the Institutionalization of Public Information Openness in Virtual Spaces: Evidence from the Pematangsiantar Class IIA Narcotics Prison, Indonesia EKA PUTRA BUDYANDA JANI

Abstract
Although digital transparency initiatives have expanded across public organizations, little attention has been paid to how transparency becomes institutionalized under resource constraints. This study examines how officers^ institutional understanding and resource availability shape the institutionalization of digital public information disclosure at the Pematangsiantar Class IIA Narcotics Prison, Indonesia. Using an explanatory sequential mixed-method design, quantitative data were collected through a structured assessment of six correctional officers and followed by interviews with three key informants representing organizational leadership and service users. Descriptive results indicate that officers^ institutional understanding (94.4%) is very high, institutionalization outcomes (89.6%) are also very high, while resource availability remains moderate (64.2%). Qualitative evidence confirms that transparency practices have become institutionalized despite limitations in infrastructure, budget, human resources, and organizational structure. The findings indicate that officers^ institutional understanding plays a more decisive role than organizational resources in sustaining digital transparency practices. These findings provide the basis for a Resource-Constrained Digital Institutionalization Model, extending Institutional Theory by explaining how officers^ institutional understanding enables institutional agency that sustains transparency practices despite limited organizational resources.
