Digital Governance of Hajj Embarkation Health Surveillance in 2026 Based on SINKARKES: A Study of Adaptive and Responsive Public Administration Rosidi Roslan

Abstract
This article examines the digital governance of Hajj embarkation health surveillance in Indonesia in 2026 through SINKARKES, the Health Quarantine Information System. The study aims to analyze how SINKARKES supports data-based health surveillance and reflects adaptive and responsive public administration in the context of international mass gathering health management. This research uses a qualitative descriptive-analytical approach with a document-based case study strategy, supported by simple descriptive statistics from the official SINKARKES report dated June 2, 2026. The findings show that SINKARKES recorded 100% reporting compliance from 20 embarkation points and 528 reported flight groups. The system documented 204,248 pilgrims entering Hajj dormitories, 204,010 pilgrims departing for the Holy Land, and 199 replacement pilgrims. Health surveillance data included pilgrims who met health requirements, required assistance, were temporarily ineligible, or were declared ineligible. The system also recorded departure postponements, cancellations, flight fitness status, vaccination locations, dormitory sanitation, and catering eligibility. The results indicate that SINKARKES functions not only as an administrative reporting platform but also as a digital governance instrument that supports risk classification, accountability, coordination, and evidence-based decision-making. This article contributes to public administration studies by positioning health information systems as strategic tools for strengthening adaptive and responsive governance in Hajj health surveillance.
