Abstract
As an archipelagic nation with dense maritime mobility and coastal communities whose livelihoods depend on the movement of goods, vessels, and marine resources, Indonesia^s port digitalization efforts should not be understood solely as a technical shift towards paperless services. Port digitalization in Indonesia must address governance challenges rooted in its archipelagic geography, institutional complexity, and the livelihoods of coastal communities. This study examines how inter-agency coordination shapes digital port governance in Indonesia, particularly regarding maritime licensing, logistics efficiency, and coastal resilience. Therefore, a universal model of digital transformation from developed port countries cannot be adopted in Indonesia, given Indonesia^s own institutional realities, which have overlapping mandates among port authorities, Customs, Immigration, quarantine, security agencies, and port operators, as well as varying levels of digital readiness. Existing studies show that port digital transformation depends not only on technology but also on inter-organizational collaboration, regulatory adaptability, and trust among autonomous actors. This is particularly relevant for ports in developing countries, where fragmented systems and legacy procedures often limit the benefits of digitalization. Using a qualitative case study approach, this paper focuses on customs clearance processes at ports in Java, a strategic maritime corridor. Data were collected through policy and document analysis, semi-structured interviews with port stakeholders, and institutional mapping of customs procedures. The study asks how digital systems mitigate or reproduce administrative fragmentation, how coordination failures impact logistics costs and waiting times, and how more integrated port governance can support coastal sustainability and resilience.
The paper argues that digital port governance in Indonesia is measured not only by the existence of paperless platforms or procedures, but also by the extent to which such systems create shared data, reduce repetitive verification, strengthen accountability, and protect coastal interests. Studies in Indonesia on integrated fishing ports demonstrate that information systems can support port governance that is oriented toward the economy, the environment, and society when embedded in local institutional needs. At the same time, the literature on port digitalization warns that incompatible systems, mountains of data, and weak stakeholder interactions can reproduce inefficiencies rather than solve them.
This study contributes to the debate on digital governance by offering an Indonesia-centric reading of port reform: digitalization becomes meaningful only when it strengthens interagency coordination, reduces logistical uncertainty, and supports the resilience of coastal areas at the forefront of maritime development.
