Abstract
The rapid expansion of digital governance has reshaped public service delivery, including responses to gender-based violence. In Indonesia, sexual violence against women remains persistent despite the enactment of Law No. 12 of 2022 on Sexual Violence Crimes and regional initiatives. This study examines how digital public services in West Java strengthen women^s access to protection and justice through gender-responsive governance. Using a qualitative case study, it analyzes the TPKS Law, West Java Regional Regulation No. 2 of 2023, SAPA 129, UPTD PPA, and interviews with government, civil society, women^s rights advocates, and policy stakeholders. Findings show that digital services expand reporting access, improve information dissemination, and support inter-agency coordination. However, unequal digital literacy, limited technology access, data confidentiality concerns, and socio-cultural barriers restrict equitable benefits. The study argues that effective digital governance requires gender-responsive policy, institutional accountability, and collaborative, survivor-centered governance.
