Abstract
Indonesia OneSearch (IOS) serves as a national knowledge infrastructure based on an open-access discovery system designed to reduce information access disparities across Indonesia. Although the platform has successfully integrated millions of records from libraries, repositories, archives, and other knowledge institutions, it continues to face fundamental challenges related to visibility, limited participation from school libraries, and fragmented user experiences. This study evaluated the role of IOS in strengthening Indonesia^s national information ecosystem through a literature review and policy document analysis. The findings indicated that the effectiveness of IOS was constrained not only by technical limitations but also by socio-technical factors, including inconsistencies in metadata management policies among participating institutions and insufficient cross-sector collaboration. To address these challenges, the study proposed the transformation of IOS into a smart library ecosystem built upon four key dimensions: smart services, smart people, smart governance, and smart place. The integration of artificial intelligence technologies, including Natural Language Processing-based Knowledge Graphs, personalized recommendation systems, and accessibility features such as text-to-speech services, was identified as a strategic pathway for future development. The study concluded that strengthening IOS through a socio-technical approach and the adoption of intelligent technologies could transform the platform from a metadata aggregation service into a sustainable knowledge infrastructure capable of fostering inclusive information access, supporting resilient library and information ecosystems, and promoting innovation-driven national development.
