How Officers^ Understanding and Resource Availability Shape the Institutionalization of Digital Public Information Disclosure in Pematangsiantar Class IIA Narcotics Prison, Indonesia EKA PUTRA BUDYANDA JANI

Abstract
Although digital transparency initiatives have grown across public organizations, the attention paid to how transparency becomes institutionalized under resource constraints has been minimal. This study examines how institutional understanding and the availability of officer resources shape the institutionalization of digital public information disclosure in the Class IIA Narcotics Prison Pematangsiantar, Indonesia. Using a sequential mixed method design that describes, quantitative data was collected through a structured assessment of six correctional officers and followed by interviews with one person representing the organization^s leadership, and one hundred and seven informants representing service users. The descriptive results showed that the institutional understanding of officers (94.4%) was very high, the results of institutionalization (89.6%) were also very high, while the availability of resources remained moderate (64.2%). Qualitative evidence confirms that transparency practices have become institutional, despite limitations in infrastructure, budgets, human resources, and organizational structures, and informant communities confirm their expectations for transparency. The findings show that officials^ institutional understanding plays a more decisive role than organizational resources in maintaining digital transparency practices. These findings form the basis for the Resource-Constrained Digital Institutionalization Model, which expands on Institutional Theory by explaining how officials^ institutional understanding allows institutional agencies to maintain transparency practices despite the organization^s limited resources.
