Governance innovation in public service delivery at the Department of Tourism and Creative Economy of Makassar City

Abstract

This study aims to examine governance innovation in public service delivery at the Department of Tourism and Creative Economy of Makassar City. The research was conducted at the Department of Tourism and Creative Economy of Makassar City. The type of research employed in this study is descriptive research. To obtain and collect the secondary and primary data required, the researcher utilized data collection techniques consisting of field studies and library research. The collected data were processed and analyzed using descriptive analysis techniques.
The results of the study indicate that the governance innovation implemented by the Department of Tourism and Creative Economy of Makassar City to improve public services is carried out through intensive capacity-building programs that are expected to generate positive implications. The capacity-building processes undertaken include career development and work performance enhancement, improvement of basic competencies to support formal education for government personnel, education and training programs for staff development, enhancement of employee motivation, and efforts to strengthen discipline among civil servants within the Department of Tourism and Creative Economy of Makassar City. Various factors, both internal and external to individual employees, influence their performance levels. Limited competencies and motivation result in inadequate knowledge and skills, which in turn contribute to the relatively poor performance of government personnel.
