Abstract
Global food systems confront escalating pressure from climate change, land degradation, and a widening gap between the pace of technological innovation and that of public policy reform. Geospatial technologies, integrating satellite observation, artificial intelligence, and spatial decision support, offer transformative capacity for monitoring agricultural landscapes and grounding resource allocation in evidence- yet this capacity yields agro-resilience only where institutions translate digital insight into inclusive, accountable governance. This conceptual-analytical paper develops the Geospatial-Policy Governance (GPG) model, an integrative framework in which geospatial innovation, governance reform, and social responsibility converge to produce an Integrated Geospatial Policy capable of sustaining resilient food systems. The model is grounded in an integrative review of geospatial-AI, digital-era governance, public value, and social-ecological resilience scholarship, and tested against documented evidence from Indonesia^s food-security architecture and East Java^s agricultural land governance, including the LP2B land-protection regime and Satu Data Indonesia^s interoperability policy. The analysis shows that geospatial innovation supplies the evidentiary foundation for agro-resilience, yet yields resilient outcomes only where governance reform closes the gap between technological capacity and regulatory practice, and where social responsibility ensures affected communities act as genuine participants, not passive subjects, of data-driven policy. The East Java case illustrates both this promise, through documented gains in land-use classification accuracy and digital government performance, and the framework^s central concern: persistent non-conforming land conversion despite existing legal protections. The paper concludes by proposing mechanisms for embedding geospatial evidence, governance reform, and participatory ethics within one architecture, and an agenda for validating the GPG model empirically.
