Policy Calibration and Riverside Residents^ Acceptance of the Karang Mumus River Normalization Policy in Samarinda

Abstract

This study aims to analyze the effect of policy calibration accuracy on the acceptance of riverside residents of the normalization of the Karang Mumus River in Samarinda City and to identify gaps between support for general flood control principles and acceptance of policy details. The study employs a quantitative approach with an explanatory survey design and cross-sectional data collection. The sample consists of 379 riverside residents in the subdistricts of Sungai Pinang Luar, Pelita, and Temindung Permai. Data were collected using a five-point Likert scale questionnaire and analyzed using Partial Least Squares-Structural Equation Modeling through a two-stage approach. Policy calibration accuracy is shaped by the dimensions of location and target, design and scale, timing and stages, social arrangements, and post-normalization functions. Based on the data, the results indicate that policy calibration accuracy has a positive and significant effect on public acceptance (&#946- = 0.601- t = 20.238- p < 0.001) and is able to explain 36.1% of the variation in acceptance. Social arrangements make the largest relative contribution in shaping policy calibration accuracy. In addition, support for the general principle of flood control averages higher than acceptance of normalization details, indicating a principle-policy gap. These findings emphasize that the success of normalization is determined not only by technical accuracy, but also by information transparency, resident engagement, fair impact management, and certainty over post-normalization use of the riverside.
