From Digital Transformation to Governance Transformation: Examining the Role of Capacity Building in Adaptive Public Administration

Abstract

Indonesia^s digital transformation agenda has accelerated significantly through the implementation of Electronic-Based Government Systems (SPBE), digital public service initiatives, and broader bureaucratic reform efforts. While these initiatives have improved the utilization of digital technologies in government, the transition from digital transformation to meaningful governance transformation remains a critical challenge. Technological adoption alone is insufficient to enhance governance performance without corresponding improvements in the capacities of public institutions and civil servants. This study examines the role of capacity building as a strategic mechanism for fostering adaptive public administration and supporting governance transformation in Indonesia^s digital era. This paper employs a qualitative research approach based on a literature review and secondary data analysis. Data are drawn from academic publications, government policy documents, national development reports, and studies by international organizations concerning digital government, bureaucratic reform, capacity development, and adaptive governance in Indonesia. The analysis explores how capacity-building initiatives influence organizational adaptability, institutional resilience, and governance responsiveness amid rapid technological and societal changes. The findings suggest that governance transformation requires more than the digitalization of administrative processes. Instead, it depends on the development of adaptive capacities at individual, organizational, and institutional levels. Capacity-building efforts that strengthen digital literacy, data-driven decision-making, collaborative competencies, and continuous learning contribute to more agile and responsive public administration. Furthermore, adaptive public administration enables government institutions to respond more effectively to emerging policy challenges, citizen expectations, and technological disruptions. This study argues that capacity building serves as a critical bridge between digital transformation and governance transformation. For Indonesia, sustainable public administration reform requires integrating technological innovation with human resource development and institutional learning to create adaptive, resilient, and citizen-centered governance systems.
