RECONSTRUCTING THE SUBSTANTIVE PROVISIONS OF INVESTMENT LAWS BASED ON PANCASILA VALUES IN THE ERA OF DIGITAL TRANSFORMATION Program Studi Doktor Ilmu Hukum, Fakultas Hukum, Universitas Jambi Abstract Investment legislation influences the direction of economic development, the protection of rights, legal certainty, and the distribution of development benefits. Evaluations of the substantive provisions of investment laws have identified unclear legal formulations, inconsistencies among provisions, inadequate protection for affected parties, or ineffective mechanisms for accountability and public participation. Therefore, reconstruction based on Pancasila values is necessary to ensure that ease of doing business and economic growth remain balanced with respect for human dignity, national interests, public participation, and social justice. This article is based on research concerning the internalization of Pancasila values in investment legislation and employs a normative legal research method using statutory, conceptual, and philosophical approaches. It discusses the reconstruction of the substantive provisions of investment laws based on Pancasila values in the era of digital transformation. The discussion shows that reconstruction does not mean replacing all existing laws, but rather refining their provisions on the basis of concrete evaluations to make investment laws clearer, more consistent, participatory, and just.
