Digital Era Governance Paradigm in Public Administration: An Integrated Systematic Literature Review

Abstract

Digital transformation has increasingly reshaped public administration, yet the literature on Digital Era Governance (DEG) remains fragmented across governance, administrative, technological, and collaborative perspectives, with limited integration of contextual and implementation dimensions. This study aims to synthesize the evolution of DEG research, identify its dominant thematic and geographical patterns, and develop an integrated framework for understanding digital transformation in public administration. A Systematic Literature Review (SLR) was conducted following the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) protocol. Literature was retrieved primarily from Scopus using the keywords digital era governance, digital public collaboration, and digital public administration, supported by Watase Uake for literature identification and thematic synthesis. From 178 initial records, 61 studies met the inclusion criteria and were subjected to thematic and comparative analysis. The findings reveal three interconnected thematic clusters: Digital Era Governance (DEG), comprising 29 studies (47.54%)- Digital Public Administration (DPA), comprising 23 studies (37.70%)- and Digital Public Collaboration (DPC), comprising 6 studies (9.84%). The geographical distribution is highly asymmetric, with developed countries accounting for 72.13% of the reviewed studies, compared with 18.03% from developing countries and 9.84% cross-country studies. The thematic-stage synthesis further demonstrates that DEG is concentrated in the Design stage, DPA is more strongly associated with Implementation and Evaluation, while DPC predominantly operates at the Implementation stage. These findings support an integrated Design, Implementation, and Evaluation continuum, in which DEG provides institutional and strategic architecture, DPA translates it into administrative and service transformation, and DPC enables relational and participatory governance.
