Technology Driven Public Service Transformation as a Strategy for Responsive, Inclusive and Sustainable Governance

Abstract

Urgency: Slow, inaccessible, and bureaucratic public services remain a root cause of public distrust in government. The digital revolution offers opportunities for service transformation, but gaps in access and digital literacy risk creating social exclusion. Therefore, technology-based transformation is no longer optional but a necessity to achieve adaptive and people-centered governance.
Objective: This study aims to analyze strategies for digital public service transformation in promoting responsive, inclusive, and sustainable governance, as well as to identify key success factors.
Methods: This research employs a qualitative approach through systematic literature review and comparative analysis of 15 cases of digital service implementation in local governments in Indonesia and other developing countries from 2018 to 2024. Data were analyzed using the Miles & Huberman interactive model.
Results and Discussion: The findings indicate that digital transformation improves responsiveness through real-time complaint channels and 24/7 services. Inclusivity requires integrating offline services (assisted digital) and providing access at public facilities to reach persons with disabilities, the elderly, and citizens without devices. Sustainability is achieved through paper efficiency, reduced physical mobility, and strengthened data security systems. The main challenges are application fragmentation and bureaucratic resistance. Collaborative strategies between government, civil society, and the private sector, along with business process simplification, are key to success.
Conclusion: Technology is merely a tool- responsive, inclusive, and sustainable public service transformation can only be achieved if accompanied by changes in bureaucratic culture, adaptive regulations, and guaranteed equitable access. Governments need to shift the paradigm from e-government to inclusive digital governance.
