Digital Innovation and Public Administration in Resource Governance: Building Global Resilience

Abstract

The accelerating digital transformation of public administration has redefined how governments manage natural resources and respond to global sustainability pressures. Digital innovation, encompassing data analytics, artificial intelligence, and integrated e-governance platforms, enables more transparent, adaptive, and evidence-based resource governance, yet its transformative potential is realized only where technological capacity is matched by institutional reform and social responsibility. This conceptual-analytical paper develops the Digital-Resilient Governance (DRG) model, an integrative framework linking three convergent pillars, smart policy, e-governance, and social responsibility, as the foundation for resilient natural resource administration. Drawing on an integrative review of digital-era governance, smart governance, public value, open-government-data, and adaptive-governance scholarship, together with documented evidence of Indonesia^s digital government transformation, including the national Electronic-Based Government System and Satu Data Indonesia policies and their implementation across East Java, the paper argues that digital innovation strengthens administrative efficiency and coordination, but that these gains translate into genuine resilience only when embedded within participatory, accountable governance. Evidence from East Java shows measurable gains in electronic government maturity between 2022 and 2024, alongside persistent challenges in translating digital infrastructure into inclusive resource outcomes, as illustrated by ongoing agricultural land-use governance in Kota Batu. The paper concludes with institutional, procedural, and cross-sectoral recommendations for embedding social responsibility within digital resource governance, and proposes an agenda for empirically validating the DRG model, contributing an interdisciplinary synthesis in service of globally resilient, digitally enabled, and socially accountable public administration.
