Abstract

The use of digital data administration and management systems in the corporate and public service sectors does indeed provide ease of access and efficiency, which is why many government agencies use digital based technology. However, on the other hand, this can also have serious consequences, such as institutional violations and the misuse of personal data, leading to data breaches that erode public trust especially when agencies shift blame onto one another. Therefore, this issue must be addressed promptly by establishing a code of ethics as a guiding framework. This study is a literature review employing a normative, qualitative descriptive approach to synthesize various sources, such as cyber security, Law nomor 27 of 2022 on Personal Data Protection and other relevant literature related to the research subject. The conclusion of this study is that responsible governance through a code of ethics will result in a resilient personal data security system that is difficult to hack, where the code of ethics is fully legally binding on government agencies that use digital based data administration and management systems.
