Legal Readiness of Cyber Notary in Supporting Adaptive Digital Governance: An Administrative Law Perspective a) b) Faculty of law, Universitas 17 Agustus 1945 Semarang Abstract The acceleration of digital transformation has reshaped public service delivery, including legal services provided by notaries as public officials. The emergence of cyber notary reflects efforts to modernize notarial services through electronic authentication, digital documents, and online legal transactions. However, Indonesia still lacks a comprehensive legal framework governing the authority, procedures, and legal validity of cyber notary practices. This regulatory gap creates legal uncertainty and challenges the development of adaptive digital governance. This study aims to analyze the legal readiness of cyber notary in supporting adaptive digital governance from an Administrative Law perspective. It also evaluates the readiness of Indonesia^s legal system using Lawrence M. Friedman^s Legal System Theory, which examines legal substance, legal structure, and legal culture. The research employs normative legal methods through statutory, conceptual, and analytical approaches. The findings indicate that existing regulations provide only limited recognition of cyber notary, resulting in fragmented legal arrangements and uncertainty regarding electronic notarial deeds. Indonesia^s legal system remains in a transitional phase, as regulations, institutions, and legal culture have not been fully aligned with digital governance requirements. Therefore, regulatory reform is necessary to strengthen legal certainty, administrative accountability, public trust, and sustainable legal innovation in Indonesia^s digital era.
