From Bureaucratic Governance to Adaptive Digital Public Administration: Leveraging Artificial Intelligence for Responsive Public Service Delivery in India

Abstract

The rapid advancement of Artificial Intelligence (AI) is transforming public administration by reshaping governance processes, improving administrative efficiency, and enhancing citizen engagement. Traditional bureaucratic governance, characterized by hierarchical decision-making, procedural rigidity, and fragmented service delivery, increasingly struggles to respond to the dynamic demands of contemporary societies. In India, the expansion of digital governance initiatives under programmes such as Digital India has created new opportunities to integrate AI into public administration for more responsive, transparent, and citizen-centric governance. However, the adoption of AI also raises critical concerns regarding algorithmic accountability, data privacy, digital exclusion, ethical governance, and institutional readiness. These challenges underscore the need to rethink public administration through adaptive governance frameworks that balance technological innovation with democratic values and social responsibility.

This paper examines how AI can facilitate the transition from conventional bureaucratic governance to adaptive digital public administration capable of delivering responsive, inclusive, and accountable public services. Specifically, the study aims to: (1) examine the limitations of traditional bureaucratic governance in the context of digital transformation- (2) explore the role of AI in strengthening adaptive governance and improving public service delivery- (3) identify the institutional, ethical, and governance challenges associated with AI adoption in India^s public administration- and (4) propose policy strategies for developing resilient, citizen-centric, and digitally enabled governance systems.

The study adopts a qualitative and conceptual research design based on an extensive review of academic literature, government policy documents, national digital governance initiatives, international reports, and emerging AI governance frameworks. The analysis is guided by the principles of adaptive governance, digital public administration, and public value theory to assess how AI-driven innovations can improve administrative responsiveness while ensuring transparency, accountability, equity, and public trust.

The paper argues that AI has significant potential to transform governance by enabling predictive decision-making, intelligent service delivery, automated administrative processes, real-time policy monitoring, and evidence-based public management. At the same time, effective AI integration requires robust regulatory frameworks, ethical standards, institutional capacity building, digital literacy, and inclusive governance mechanisms to mitigate risks associated with bias, surveillance, and unequal access to digital technologies.

The study contributes to the growing discourse on digital public administration by presenting a comprehensive framework for integrating AI into adaptive governance. It offers policy recommendations for strengthening responsive public service delivery in India while promoting transparency, accountability, and social inclusion. The findings are particularly relevant to policymakers, public administrators, and researchers seeking to build resilient and citizen-oriented governance systems in the era of digital transformation. The paper aligns with the conference sub-theme ^Building Adaptive and Digitally-Enabled Public Administrations for Responsive Governance^ by demonstrating how AI can serve as a strategic enabler of adaptive governance and sustainable public sector innovation.
