Collaborative Governance in the Free Nutritious Meal Program: A Systematic Literature Review

Abstract

The Free Nutritious Meal Program has emerged as a strategic public policy instrument to address food insecurity, improve child nutrition, and support educational outcomes. In recent years, the implementation of school feeding programs has increasingly relied on digital technologies to enhance coordination, transparency, accountability, and service delivery. Given the involvement of multiple stakeholders, including government agencies, schools, food suppliers, farmers, health professionals, and local communities, the concept of Digital Collaborative Governance has become increasingly relevant in ensuring effective program implementation. This study aims to analyze the development of research on digital collaborative governance in free nutritious meal programs through a Systematic Literature Review (SLR). Data were collected from the Scopus database covering publications from 2020-2026 using keywords related to school feeding programs, digital governance, e-government, and collaborative governance. The review process followed the PRISMA 2020 guidelines and resulted in 175 eligible articles for analysis. Data were analyzed using content analysis based on the Collaborative Governance framework of Ansell and Gash (2008). The findings reveal that digital technologies play a significant role in strengthening inter-organizational coordination, information sharing, stakeholder participation, monitoring systems, and decision-making processes. Furthermore, successful implementation is influenced by supportive institutional arrangements, facilitative leadership, stakeholder commitment, and the integration of digital platforms across sectors. This study highlights the importance of digital collaborative governance as a strategic approach to improving the effectiveness, transparency, and sustainability of free nutritious meal programs and provides policy implications for strengthening the implementation of Indonesia^s Free Nutritious Meal Program.
