Mapping Komdigi Strategic Communication Networks to Cultivate Digital Civic Trust Universitas Harkat Negeri, Abstract Digital transformation has shifted the paradigm of government communication from one-way information dissemination to interactive, participatory, and data-driven communication. Indonesia^s Ministry of Communication and Digital Affairs (Komdigi) utilizes various social media platforms as strategic communication tools to convey public policies, manage information, and strengthen public trust. While numerous studies have examined digital government communication and public engagement on social media, there remains a gap in understanding how audience engagement data is leveraged to formulate communication strategies aimed at building public trust. This study aims to analyze the relationship between Komdigi^s digital communication strategies, audience engagement patterns, and the formation of public trust using Social Network Analysis (SNA). A qualitative approach is employed, integrating social media analysis of interaction metrics (likes, comments, shares, views, engagement rates, and comment sentiment) with content analysis of messages published on Komdigi^s official accounts. The findings are interpreted through the lenses of Strategic Communication Theory, Dialogic Communication Theory, and the concept of Civic Trust. The study proposes a conceptual model illustrating how the use of social media analytics can facilitate communication decision-making that is more adaptive, transparent, and responsive to public needs. Its contribution lies in developing a data-driven communication strategy framework that links social media engagement analysis with the formation of public trust within the context of digital government communication in Indonesia. The findings are expected to advance the field of digital communication studies and offer practical recommendations for public institutions in designing evidence-based communication strategies.
