Strengthening Digital Governance in Environmental Monitoring: Evaluating Transportation Agency Supervision of Ship Waste Management Compliance in Kubu Raya Regency Tanjungpura University Abstract Water environment management is an important aspect of supporting sustainable development, particularly in Kubu Raya Regency, which experiences intensive water transportation activities. As a region with 275 piers distributed across nine districts, water transportation plays a vital role in community mobility and goods distribution. However, the high intensity of these activities also increases the risk of water pollution due to inadequate ship waste management practices. Although ship waste management has been regulated under the Minister of Transportation Regulation Number PM 61 of 2021, the practice of disposing of waste into rivers by water transportation users is still commonly found. This condition indicates a gap between policy provisions and their implementation in the field, highlighting the need for strengthened supervision supported by digital innovation.
