Abstract
This research was conducted due to the occurrence of the covid-19 pandemic and to see its effect on hospital performance both before, during and after the occurrence of the covid-19 pandemic and to find out the factors that affect hospital efficiency. The method used in this study uses 2 stages, namely DEA with the VRS model and input orientation, and Tobit regression. The input variables used are Medical HR, Non-Medical HR, and the number of beds. While the output variable is the number of inpatients, outpatients, and emergency room patients. Factors that affect efficiency are BPJS patients, BOR ratio, GRDP, hospital level, and region. Based on DEA results, the hospital that can maintain efficiency from 2019 to 2022 is RSAU Esnawan. Factors that affect efficiency are BOR, hospital level, and GRDP. With this research, it is expected that hospitals can improve their services so that the quality of services and finances can increase.
