The empirical hypothesis will be tested using the Structural Equation Model (SEM) to confirm the conceptual framework used in the research. Hypothesis testing was carried out using empirical data obtained from the results of questionnaire answers, by determining the sample using a purposive sampling technique, namely obtaining samples with certain criteria to maintain the homogeneity of respondents. In this case, the sample of respondents used is based on the criteria of BPS Civil Servants (PNS) whose duties and functions play a role in the BPS change management team, distributed throughout Indonesia from BPS Headquarter, BPS Province, to BPS Regency/Municipality.
