The Impact of Human Capital Investment on Organization Culture: A Study Case The Development of BerAKHLAK Work Culture in Ministry of Home Affairs Indonesia

Abstract

Over the decades, organizational culture has increasingly become a major concern in managing both private and government organizations. This cannot be separated from the role of organizational work culture in encouraging organizational performance. Realizing the urgency of strengthening the work culture for government institutions in this VUCA era, President Jokowi has launched the same core value for civil servants in all ministries/institutions/local governments, namely BerAKHLAK (Service Oriented, Accountable, Competent, Harmonious, Loyal, Adaptive and Collaborative). In order to support the President^s direction, the Ministry of Home Affairs in 2022 has carried out human capital investment through a series of training and development activities for civil servants of the Ministry of Home Affairs.
This study aims to determine whether intellectual capital has an impact on strengthening the BerAKHLAK work culture at the Ministry of Home Affairs. Data was collected through qualitative methods with a total of 60 respondents. Respondents consisting of staff and officials were interviewed through a focus group discussion process conducted in 2 batches. The results showed that the training and development program had an influence on increasing the understanding of civil servants about BerAKHLAK work culture. However, the program has not significantly impacted the realization of the Ministry of Home Affairs BerAKHLAK. The study also recommends that leadership factors play a major role in accelerating the internalization of BerAKHLAK for all civil servants. Therefore, it is necessary to strengthen the role of leaders both as drivers of change and as role models in the implementation of BerAKHLAK work culture.
