The Impact of Human Capital Investment on Organization Culture: A Study Case The Development of BerAKHLAK Work Culture in Ministry of Home Affairs Indonesia Universitas Negeri Jakarta Abstract Over the decades, organizational culture has increasingly become a major concern in managing both private and government organizations. This cannot be separated from the role of organizational work culture in encouraging organizational performance. Realizing the urgency of strengthening the work culture for government institutions in this VUCA era, President Jokowi has launched the same core value for civil servants in all ministries/institutions/local governments, namely BerAKHLAK (Service Oriented, Accountable, Competent, Harmonious, Loyal, Adaptive and Collaborative). In order to support the President^s direction, the Ministry of Home Affairs in 2022 has carried out human capital investment through a series of training and development activities for civil servants of the Ministry of Home Affairs.
