FORENSIC LINGUISTICS ANALYSIS OF SPEECH HAS LEGAL EFFECT IN SOCIAL MEDIA IN THE REGION OF NORTH SUMATERA Universitas Negeri Medan Abstract One function of language is as tool to express thoughts and feelings. In utilizing this function, language users choose certain forms and media that are most suitable for conveying meaning or intent. Related to that, this study aims to explain (1) the forms of legal offenses and (2) the meaning of legal offenses committed by certain individuals on social media in the North Sumatra Region. This research method is descriptive qualitative. Data was collected through the technique of listening in a conversational manner by observing the language behavior of certain persons and documenting it. Then, the data is described, interpreted in form and meaning by utilizing forensic linguistic theory, the offense is determined according to the ITE Law, and presented formally and informally. The results showed that there were eight forms of legal insults, namely (1) insults, (2) defamation, (3) religious blasphemy, (4) unpleasant acts, (5) provocation, (6) incitement, (7) spreading fake news, and (8) threats. These forms are realized linguistically in the form of words, phrases, clauses, and sentences using negative connotation word choices.
